Resolution 0599 of 2026: The Ultimate Guide to Colombia Immigration Fees (All Nationalities)

On February 10, 2026, Migración Colombia issued Resolution 0599 of February 10, 2026, which updates all immigration service fees. This document is full of exceptions, reciprocity rules, and dollar charges that can be a headache to interpret. That is why I am translating it for you.
Camila's Note: Remember that these Migración Colombia fees are independent of the study and issuance fees you pay to the Ministry of Foreign Affairs (Cancillería) when you apply for your spouse visa (Type M), digital nomad visa, or any other category.
1. 2026 General Fees (If your nationality does not have a special agreement)
For most foreigners (such as US citizens, Brits, Chileans, etc.), the official rates set for procedures within Colombia are:
Foreigner ID Card / Cédula de Extranjería (First time): $294,000 COP
Foreigner ID Card (Duplicate): $293,000 COP
Extension of Stay / Prórroga de Permanencia (PTP): $150,000 COP
Safe Conduct / Salvoconducto (SC-2): $88,000 COP
Certificate of Migratory Movements ($89,000 COP): Required for many processes, especially if you are on your way to obtaining Colombian citizenship by marriage.
Automatic Migration Registration: $421,000 COP
Citizen Information Certificate: $1,800 COP
2. For Venezuelans in Colombia: PPT and PEP Tutor
The resolution explicitly includes the Venezuelan community, adjusting the values for protection and guardianship documents:
Duplicate of the Temporary Protection Permit (PPT): $20,000 COP.
Special Stay Permit (PEP Tutor): $68,000 COP (For legal representatives or guardians of children and adolescents).
3. Reciprocity Fees: The "Map of Nationalities"
Colombia applies charges or discounts depending on how other countries treat Colombians. Here is the breakdown by country:
Ecuadorians (Charges in Dollars but reduced)
Foreigner ID Card (First time): USD 5
Foreigner ID Card (Renewal or Duplicate): USD 16
Extension of Stay (PTP) and Certificate of Movements: Exempt! ($0 COP)
European Union Citizens
Extension of Stay (PTP) or Change of PIP: Exempt! ($0 COP). You do not pay to extend your 90 days as a tourist.
Canadians (Platinum Control and Verification)
Entry Fee: $270,000 COP.
Exemptions: You do not pay if you are under 14 or over 79 years old; if you already have a valid Colombian visa; if you are in transit (<24h); or if your final destination is San Andrés, Providencia, and Santa Catalina.
Nicaraguans and Mexico and Peru (Pacific Alliance)
Nicaragua: Reciprocity charge upon entry of USD 10 (if you do not hold a valid visa).
Mexico and Peru: If you come as a Scholar (Becario) of the Pacific Alliance, the issuance of your Foreigner ID Card is $0 COP.
4. When is a Safe Conduct (Salvoconducto) FREE?
You don't always have to pay the $88,000 COP. The resolution exempts payment in specific situations such as: cancellation of a Visa or PTP, voluntary departure from the country, deportation, refugee or asylum situations (with CONARE authorization), and humanitarian reasons.
5. Corporate and Events (Calculation in UVT)
For companies, private flights, and production companies, costs are calculated based on the Tax Value Unit (UVT) (set at $52,374 for 2026):
Non-regular flights (12.87 UVT): $674,053 COP.
Permit for Other Activities - POA (2.90 UVT): $151,884 COP. (Exempt if you have a valid visa or PPT).
