If you are an expat living in Medellín and are about to enter an immigration limbo while waiting for a visa response, or if you simply need additional time to regularize your status, pay close attention: the Migración Colombia office in Medellín has stopped issuing Salvoconductos.
A Salvoconducto is defined as a temporary document issued by the Special Administrative Unit Migración Colombia to foreigners when their immigration situation requires it. Specifically, a valid safe conduct for visa applications is one marked "para solicitud de visa" (for visa application). This document is your only legal lifeline to protect yourself from irregularity, severe fines, or a possible deportation. Staying in Medellín waiting for this document today is a risk you simply cannot take.
The "Ghost Appointments" Trap
I want to be radically transparent about the current operational reality: the Migración Colombia system will still allow you to schedule an appointment at the Medellín headquarters. However, when you show up, the officials will inform you that they are not issuing the document and your request will be denied.
We have been monitoring this anomaly for weeks. We hadn't made it public because, as a law firm, we hoped it was a temporary technical failure of the regional system. But the reality is different: just today, a client of ours who had no easy way to leave the city was denied a Salvoconducto in person.
This contingency and administrative blockade is exclusive to the Medellín (Antioquia) office. Nationwide, the other regional offices continue to issue the document normally.
Your Immediate Action Plan: You Must Travel
If your regular status (PIP tourist stamp or previous visa) is about to expire, inaction is not an option. A single day in irregular status can mean a future Inadmisión or even a Rechazo, the latter of which carries a mandatory 6-month ban from applying again. The only immediate legal solution right now is to travel to another city to file your Salvoconducto in person.
Here are the strategic routes we are recommending to our clients at Colombian Passport, depending on your logistics:
Overland Travel (Closest / Fastest): We highly recommend traveling to Pereira. The Eje Cafetero office is efficient, easily accessible by land from Medellín, and usually has less congestion.
Air Travel (Tourism / No Lines): If you prefer to avoid crowds and take the opportunity to explore other regions of the country, fly to mid-sized cities like Bucaramanga, Barranquilla, Sincelejo, Montería, or Pasto.
Air Travel (Major Capitals): If you prefer the infrastructure of large cities, you can head to the offices in Cali or Bogotá. Keep in mind that the volume of users there is naturally higher, so you must arrive early.
